If she's not able to move somewhere for a specialised course then I would tend to say no - don't do a general communications diploma. Instead, volunteer with community media and other non-profits, do internships, or offer to volunteer at conferences (eg. http://www.crca.asn.au/conference/, http://ma2012.org.au) to gain experience. 

Based in Victoria, she could volunteer with a science radio show http://einsteinagogo.net/, a museum http://museumvictoria.com.au/about/work-opportunities/volunteering/, various environment or health charities, or various websites that seek bloggers about science. 

I think real-world experience is better than another qualification if she's trying to break into the field.

I think your advice is sound. 

It's a pity Tessa can't move interstate. Some of the classes in the UWA science communication courses (Graduate Diploma and Master of Science Communication) resonate with your suggestion:

SCOM8307 Evaluating Science Engagement

etc.

Hi Kali,

Particularly given a zoology background, I'd be tempted to suggest Tessa looks into courses that include interpretation training with a natural sciences leaning. These are often geared towards Parks and Wildlife people, but the skills are transferable and probably will have more resonance than a generic comms course.

I think Deakin runs a cultural heritage management course that might have course units that fit the bill.

Interpretation (particularly of natural heritage) and Science Communication have much in common - but we each seem to have created our own silos such that we are often not aware of what each other is doing!
