We have an opportunity for a writer with a good grasp of hydrology or engineering to take on a consultancy to produce documentation about the method for determining long-term cap equivalence factors.

'The cap' is an obsolete limit on the amount of water that could be diverted from the Murray-Darling Basin's water resource for human consumption.  The volume of water recovered by each 'water recovery measure' is calculated as a LTCE volume (a type of average that takes into account the different characteristics of water entitlements used by the Basin states and their reliability. Agreed Cap factors are used to calculate the LTCE volume for most standard irrigation entitlements; however, hydrological modelling is required to calculate the LTCE volume of water recovery measures that do not use irrigation water.

While the science is highly technical (and the author will need to understand it), it is intended that the report be understandable by stakeholders with less technical knowledge (eg. state government, catchment management authorities).
