I live in Darwin and our signs also get destroyed by the climate! I think
you're on the right track with metal – something super durable like traffic
or parking signs which are usually aluminium. I guess the complexity of the
artwork might dictate what method to use for its application. This place

does golf course signs!) engraves signs and then fills the engraved areas
with outdoor paint. I think most traffic signs have some kind of reflective
component – not sure how the artwork is applied but I reckon it's worth
investigating places that make custom traffic control or parking signage.
